feat(observability): enhance logging setup to route Python warnings and improve telemetry
Introduce src/observability/ — a thin facade over OpenTelemetry plus an
in-memory telemetry store that every layer imports as `from src import
observability as obs`. Provides structured logging (text/JSON), real OTEL
tracing with automatic span nesting, in-process metrics, and contextvar-based
run/turn/agent correlation. Self-contained backend (in-memory ring buffers +
optional console exporter) feeds the upcoming Gradio Telemetry panel — nothing
external to deploy. Adds opentelemetry-{api,sdk,semantic-conventions} as core
deps, wires configure() into the app entrypoint, ADR-0024 + architecture doc,
and a zero-mock smoke test. See ADR-0024.
